When a disc says its an 11x what does that mean

11x World Champ Ken Climo. So it was from when he won the 11th time, in 2002 in Miami.

This refers to it being a Ken Climo signature disc where it states on the disc Eleven Time World Champion. It's just a convenient way to keep track of runs.
