Jimmy has about a 40 ft. putt.  Behind the basket in his line of sight is a park road, about 100 ft from the basket.

Jimmy steps up to his mini and prepares to putt, oh oh a car is coming up the road, he steps away and waits for the car to pass.  Steps to his mini again, another car, he steps away.  Car passes and he steps to his mini again, another car comes.  Busy place this is:)  He steps to his mini again to putt, now a guy is walking his dog up the road.  He steps away and waits for the dog walker to pass.  Finally after about 2 1/2 minutes of these distractions, he sinks the putt.

What's the call?

Great putt, very professional.
You get a new 30 with every legitimate distraction.
No call, except to say "nice putt". The player is allowed to wait for distractions to clear and obviously it was the right thing to do, because he made the putt. However, if it was a windy day and this player was constantly doing this to gain advantage, I would issue a courtesy warning.

How many times have you missed a putt because you didn't wait for the distractions to clear? "That car doesn't bother me, just focus." Putt - doink - D'OH!
All kidding aside....The sport being somewhat of a "self officiating" sport and the wide margins of what could be considered a legitimate distraction....What's a distraction to some may not be to others. Unless it's stone cold obvious Jimmy's stalling, I wouldn't call him on it either...I might work him a little after the fact...but, I wouldn't call the warning.

Besides, I knew Jimmy was gonna make the putt anyways ; )
It was a good putt, and made skins carry. Of course he was razzed, however I dont think anyone there really cared that much. And it was for money so if you arent going to do it right, why even try?...Good putt Jimmy!
AKA Jimmy Crack Corn
Didn't Jimmy see a 'park drunk' getting up and pulling his pants up.
Crack on! Butt Crackers! No BC please, with that made long distance putt for a carry over.
This would disctract anyone....

Believe that the rule only really applies when it is consistent, becomes a nuisance to others in the group.
On every putt.
Seen various pros consistently, run up a fairway to a hole that they have played before, and others (not to name them) always are excessive in their use of time.

Was there a courtesy tab?
