quick run down, certain players (highly ranked and I think there has to be a few of them) have to play the format, then the PDGA bases the holes and scorring system based on their ratings and scores. If you shot a 956, thast awesome, look at the pros who played that shot the same score on that round. Now some tournys get messed up becuase they dont account for the different tees like they should.
"Certain players" are called Propagators. They don't have to be highly ranked and there only needs to be five of them.

This is directly from the link posted above:

"A propagator is a current member whose rating is over 799 and is based on at least 8 rounds. As long as there are 5 propagators playing a course layout, ratings can be calculated."

Sometimes the ratings from "Unofficial Results" can be "messed up" as the online program is not always able to handle all the variables that can occur at events. If you suspect any "official" ratings are "messed up", simply contact the TD and/or the PDGA and they can correct the tournament ratings.
Discette is right. I couldnt think of the name "propagator" (or the correct rating) She is very wise and has always been helpful. Discette- you rock!!!
The ratings for the Tourney Trae is referring are here (3rd round… last round):

http://www.pdga.com/tournament-results?TournID=9938&year=2010&a...

Of the 92 players (out of 100 total) that were in the last round, only 21 or so had a round rating below 899. The rating spread for this last round is from 4 to 5 for a one throw score difference. Usually a one throw score difference is around a 10-12 rating point swing...these ratings looked a bit skewed...but these (as mentioned above) are unofficial ratings...maybe all the variables were not taken into account...
