Lets just say I've played 3 sanctioned tournaments this year, POST-most recent ratings update as a non-current member. Now I want to renew my membership.. do those rounds count for my rating? OR... How far back does the PDGA backtrack if at all when I renew. Thanks

your stats and rating are contiously kept and recorded but only published when your membership is current.
That's correct as long as the TD records your PDGA number with your scores at a PDGA event, regardless whether you are current or not.
So if I play a few sanctioned tournaments *wasting my money by paying the $10 fee* and then renew later in the year, all those recorded rounds will be published, and my rating will adjust accordingly?
If you don't have a PDGA number or the TD doesn't take it because you aren't current, then those rounds will be lost in the database with no connection to your PDGA number when you join. Otherwise, they will get rated at that time if they were connected to your PDGA number on the tournament report.
