Baskets are surely expensive. I am not sure how our courses were funded in the first place. Last year we did some repairs on a few baskets and that cost a couple of hundred bucks. We simply bypassed the local club and asked people directly for cash. But we didn't have to come up with money for 18 baskets.

Best to get to know anyone around you who likes disc golf or plays disc golf. Get the word out!
the local parks department should jump at the chance. after you present to them how many more people will come to the parks, or possibly an area corporation may wanna donate(tax deduction) in order to maybe get their name on some signs or at least some credit. good luck.
Our Parks department is so broke that they stopped picking up trash or watering grass in a lot of the local parks. I would definitely hit up some local businesses and/or disc golfers with the option of sponsoring a hole and getting their name out there.

I have sold sponsorships for holes to cover the basket costs that seemed to work well. You can then offer them advertisement on the tee signs
