Removing flash from a disc?

i hear people doing this with a razor blade or sand paper what is this?

I've seen it happen with my own eyes.  I watched a champ wraith go from a meat hook to flip city.  When I say alter "massively" that was my comparison.

Also it is allowed in the wording of the rule so ignore my previous post, its a moot point.
