I have set up a nine hole course on an island in my neighborhood, In an attempt to keep my cost low to non-existant, I am using thick wooden posts as targets, How short is too short for my post heights?

If you are trying to get the dimensions right, check out the innova website.

51 inches from the ground up, with a target area of 19 inches (from the top) would look about right.
Here is a design I found this past summer:

when we make tonals we use any 4" to 6" stick that goes into the ground 12 to 18 inches. The top of the tonal is 52" and we use a 8" x 30" stove pipe as the strker. If u have a fireplace store nearby, they usally are uninstalling and replacing pipe ...... ask them for their used sections ..... they're usually 6 - 7 - 8" x 30"
just nail them to the posts .... great for a backyard course.. ..... you can hang em from tree limbs too.
Nice !!!
