Share 'Best Surface For Tee-Boxes and Why?'

I am currently installing a DG course at Black Butte Lake for the Army Corps of Engineers. They won't allow me to install concrete tee-boxes for a number of reasons, so I am figuring that I would go with those big rubber matts (like for horse stalls).
