Share 'Starting a league???'

I have a bunch of players around me including a small group that I play regular with. So very basic question How do I start a league? Were do I begin and what are logistics of one? I live in a heavy college town with four accessible courses. If money is in valved it needs to be low cost! Thanks to anyone  who will post!!!!!Rob
