Share 'More on Carts'

I have been using a cart for tourneys for quite awhile. I saw this item on a cart and asked owner where she got it. She could not remember maybe from somewhere in Texas. The item in question the purple part that holds the discs. It is flat only about an inch thick at the widest spot and has several pockets on the front.  The orginal would seem to roll up a little.  Any ideas what it may be???…
