Share 'why doesn't Innova make Champion Rocs as part of their regular production?'

<Maybe this topic has come up here before, but I can't find it in the archives>   Why doesn't Innova make Champion Rocs all of the time? Is it so the ones that are made are more rare? The KC pro Roc is great, is the Champion Roc not that much better anyway?
