I think you need to consider your likely user base. Gold level courses (over 8000 ft) are not as popular overall with most players even those with the skills to play them because they take so long to play. If you design a challenging blue level course in the 6000-8000 range, it can be popular for daily play. Then, consider designing but not installing 8-10 extended temp tee locations to produce an extended layout if you ever host a major tournament. Two or even three sets of tees on a course is the way to serve all levels of players even if not all sets are hard surface tee pads.
